Things like median family salary, housing affordability, the unemployment rate, childcare quality and availability, parental leave and the share of uninsured children in each state factored into the rankings.
The U.S. Constitution puts the responsibility of education on the states, but state constitutions vary. Some explicitly protect the rights of preschoolers to public education, while others are arguably more open to interpretation on this issue.
We get that car seat safety is very important, but coming down on a brand new mom who is just trying to do her best (and in all likelihood got the okay to go from hospital staff) is probably not the best way for people to encourage safe transportation of babies.
